Because you fear and respect the navy, but you admire the civilization and this is even more endurable. And the goal of strategy is not the optimal, but the endurance.
With the civilization, Pericles armoured Hellenism, as Themistocles had protected it with his fleet. It’s a step further and Pericles did it.
